WAIT… JAPAN IS CHANGING HOW TOURISTS GET THEIR TAX BACK!
Thursday, 15 October 2026 • WISH I KNEW THIS BEFORE
Q: Can tourists still shop tax-free in Japan after 1 November 2026?
A: Yes, for eligible travellers and purchases. From 1 November 2026 Japan is changing to a refund arrangement: visitors pay consumption tax first and obtain the eligible refund after customs confirms the goods are leaving Japan.
THIS COULD CATCH YOU AT THE AIRPORT
Picture a lovely Tokyo shopping trip and a suitcase filled with purchases. Now picture reaching the airport and discovering customs needs to confirm the goods before the tax refund. Suddenly that neatly packed suitcase feels less clever.
WHAT CHANGES
The earlier approach generally allowed tax exemption at a participating retailer when buying qualifying items. Under the replacement, you pay including tax, your purchase data is recorded and customs confirmation is required before the refund process can be completed.
HOW TO PREPARE
Take your passport and check that the retailer participates. Keep purchase records and qualifying goods available for customs if asked. Build airport time into your plans and confirm procedures before checking luggage. The updated system generally requires a ¥5,000 minimum purchase excluding tax at one participating shop on the same day, with defined exclusions.
WHAT ABOUT THE REFUND?
Refund methods can depend on the participating business or its operator, and any fees or timing need checking with the shop. The confirmation period is limited, so this is not something to leave until months after the trip.
MY TAKEAWAY
Saving the tax is still possible, but it will take a little more organisation. If you’re going to Japan in November, know the rules before the bags are packed, not when you’re staring at the airport conveyor belt.
AVAILABILITY, COST & LIMITATIONS
Starts 1 Nov 2026, eligible visitors/purchases only; standard Japanese consumption tax generally 10% (reduced rate exists). Refund procedures vary.
